According to this article from the BBC, Beatrix Potter sent the story to her publisher in 1914, but interruptions (World War 1, her marriage, and her illness) got in the way of its completion. It was discovered by a publisher after reading a 1970s Potter biography, was illustrated by Quentin Blake (well-known for his work illustrating Roald Dahl), and was published in 2016 as part of the celebrations of the 150th anniversary of Potter’s birth.
