Correct response: What is a pocket veto?

In the United States, a pocket veto occurs when a President does not sign a bill, and cannot return the bill to Congress because Congress is not in session (if Congress is in session, then the bill would become law instead.) Often, to prevent a pocket veto, Congress can designate an agent to receive veto messages and other communications, an action that has sometimes caused controversy between the executive and legislative branches.
