Friendly reminder:
“City within a city” is a direct quote. A cursory Google gave me the following book citation for using the quote:
“Norman Schwartzkopf: Hero with a Heart”, p.80. 2002, Libby Hughes.
The fact that it is in quotations makes its use in this Final Jeopardy perfectly acceptable.

You’re incorrect. Note that “city within a city” was in quotation marks, meaning, it’s a direct quotation. That’s a term that’s been cited in at least a half a dozen works of fiction and non-fiction that can be found in the first 15 search results of Google. God knows how many other citations there are.
