While Britannica does give “patronage system” as a 21st-century alternative, in the days of WH Harrison, and until the Arthur administration and the passing of the Pendleton Act, it was solely known as the “spoils system”. Thus, I believe the judges were correct to ask for Rebecca to be more specific here.
