The article referred to in the question, “Meme, Counter-Meme”, was written by Mike Godwin, whose “Law” regarding Nazi comparisons in 1990s online discussions was a response to that early meme of sorts.
Godwin re-entered the news in August 2017, when he explicitly said on Twitter that refering to the white nationalists who rallied in Charlottesvile as Nazis was perfectly permissible.
